The Cultural Foundation of Harrison County is a non-profit established in 1972. We are dedicated to enriching our community by fostering a vibrant arts environment. We believe that the arts are essential for a well-rounded life and play a crucial role in economic development. We aim to serve as a bridge between the communities in West Virginia’s Harrison County and its artistic organizations through funding, advocacy, and community enrichment.

Meet our Board of Directors

Jason A. Young | Chair
Jason A. Young (he/him/his) is the Founding Producer of The Vintage Theatre Company. Opened in 2012, The Vintage Theatre Company is dedicated to providing high quality theatrical education and professionally produced entertainment in West Virginia, while primarily featuring and uniting the many talented teaching and performing artists that call the Mountain State their home. Vintage Theatre Company is home to the state’s premier comedy troupe, The Fearless Fools, and the state’s only Shakespeare troupe, The Rustic Mechanicals. A native of southern West Virginia, Jason has worked as a freelance actor and director all over the state and in neighboring and nearby states as far away as South Carolina. He has been lucky enough to direct more than 75 productions over the last 20 years, and since 2000 his acting résumé boasts more than 30 roles as well as several award nominations. Jason is the former president and executive director of the West Virginia Theatre Association, an organizational member of the Southeastern Theatre Conference. He has also served as WVTA’s State Audition Coordinator, and High School Festival Director. He is a member of the International Thespian Society, the Educational Theatre Association, and the Shakespeare Theatre Association, where he serves STA’s Inclusion, Diversity, Equity, and Access (IDEA) Committee. In 2014 Jason was named to the West Virginia State Journal’s Generation Next 40 Under 40.
In addition to his work as a freelance theatre artist, Jason also serves as the Program Manager at the Robinson Grand Performing Arts Center. He is the former Chair of the Board of Directors for The West Virginia Community Development Hub, and currently sits on the Board of Directors for The Cultural Foundation of Harrison County, and the Bridgeport Arts & Heritage Foundation. He resides in Bridgeport, West Virginia with his partner Sarah Young.

Maria Cusack | Vice Chair
Maria is an entrepreneur and the co-owner of Born & Bred Music, a multimedia platform promoting West Virginia musicians. Maria works in marketing nationwide and economic development in Shinnston, WV. She is passionate about supporting the arts and culture community in West Virginia.

April Leuliette | Treasurer
April joined the board of the Cultural Foundation in 2021. She was raised in Clarksburg but currently resides in Fairmont with her husband Tim and daughter Molly. She is a Manager at The Rodeheaver Group, P.C. in Clarksburg. She was part of the first graduating class from Robert C. Byrd High School and graduated with a BS in Accounting from Fairmont State University in 2004. She took dance from different studios in Clarksburg as a child and has continued today with adult clogging at In Step Dance & Fitness where her daughter also dances. April also enjoys theater and has seen several shows on Broadway in New York and traveling shows locally and in Pittsburgh.

Julia M. Todd | Secretary
Julia is a native of Clarksburg WV and a graduate of Notre Dame High School. She is the current secretary, and member of the Grants Committee. She is committed to bringing art and culture events to Harrison County and encourages all Harrison County citizens to contact the Foundation for opportunities. She is currently employed at the Clarksburg Harrison Public Library, as Circulation Services Supervisor and is motivated to provide excellent customer service in all she does. She also serves as the area representative for West Virginia Writers in nine counties and promotes literature and culture at every given opportunity.

Kim Harvey
With Grace and Gumption as a seasoned Real Estate Professional, Kim Harvey is the owner of the Historic Gore Luxe Development LLC. Believing that attracting and showcasing the rich array of local musicians, acting talents and fusing with Clarksburg’s Historic Heritage is a strong catalyst to stimulating economic development. Providing residential and retail spaces at Gore luxe is a strong catalyst to revitalizing the luxury living lifestyle that Clarksburg boasted years ago. Honored to be a part of this diversified board, excited to continue to put Harrison County on the map for amazing performance venues.

Evan Jones
Evan has been head audio technician at RGPAC since August 2018. He is also co-owner of Bandland Music in Clarksburg, and public address announcer for Salem University baseball and basketball. He has performed in a variety of bands since age 17, as a guitarist, bassist, and vocalist, and as a live-sound audio engineer. He is a singer/songwriter having recorded 9 original music CDs. Evan was a founding member and past president of the Shinnston Community Band where he played trumpet, and was named President Emeritus of the band in 2014.

Paul Jones
Paul is a multi-disciplined creative who relocated to Clarksburg, WV in 2015 and currently works for the Robinson Grand Performing Arts Center as their Marketing and Special Projects Manager. With over 25 years of proven professional experience including: graphic design, print & digital marketing, web-based UI and UX design, software development, data analytics, photography, video editing and more– Paul is a Swiss Army Knife Creative that thrives on creative challenges, deep conversations, working with others, thinking big & little thoughts out loud, and learning new and interesting things with others.

Justin Litton
Justin Litton (he/him/his) is a native West Virginian who has worked exclusively in film, television, and commercial video for the past 12 years. He is currently the Creative Director at Lost Trail Film & Photo, a full-service production company proudly based in Harrison County.
With a B.S. in Communications from West Virginia State University and a M.A. in Film Cinematography from Leeds Beckett University in the UK, Justin’s skills in creative camerawork and proficient team building are both exercised almost every day. His skilled camerawork has won him accolades at film festivals across the globe, and many awards including a Royal Television Society Award, WVFF Impact Award, and a Student Academy Award.
As a Cultural Foundation of Harrison County board member, Justin hopes to help continue the foundation’s work of fostering the arts and enabling more opportunities for creative, challenging, and novel artistic experiences in Harrison County and neighboring communities.

Jay McCoy
Jay, a Clarksburg native and West Virginia Wesleyan College alumna with a BS in Library Science, has dedicated 20 years to CNG (now Hope Gas). Her community involvement is extensive, including serving on the M.O.R.E (Monticello Ongoing Revitalization Effort) board and helping maintain the Margaret McCoy Community Garden. In 2023, she joined the Harrison County Cultural Foundation board and volunteers at the Kelly Miller Community Center and EB Saunders Way in Clarksburg.

Raymond (R.J.) Minard III
Originally from Carmel-by-the-Sea, CA, R.J. has been immersed in the hospitality industry from a young age, growing up in a family-owned restaurant in the heart of Monterey Bay’s vibrant tourism hub. With a degree in Hotel and Restaurant Business Management, he has spent over 20 years contributing to diverse events and operations across the West Coast and Washington State. His experience spans working with prominent restaurant groups, hotels, and managing his own entrepreneurial ventures.
R.J. is deeply passionate about his family, sports, and animals—including five Australian Shepherds and three cats—which serve as cornerstones of his life. He is an active member of the Kiwanis Club and Lions Club and proudly serves on the board of the Clarksburg Visitors Bureau.
Currently, R.J. is the Food & Beverage Director for SnB Hospitality, overseeing operations for three local hotels. Additionally, he co-manages The Bitter Pixie, a dynamic family business with three distinct companies under its umbrella. His commitment to excellence, both professionally and personally, drives his dedication to creating meaningful experiences for clients and his community.

Nancy W. Parks
Nancy Williams Parks is a native of Clarksburg, WV, and serves as interim Associate VP of Student Services at Pierpont Community & Technical College.
Parks’s interest in the arts peaked through her children’s experiences in Town & Gown Theater and their participation in arts activities in high school and college, including high school band and chorale groups and participation in Governors School for the Arts.
She was also a long-term member of the Celebration of Ideas committee at Fairmont State University, securing the appearances of celebrated authors, including Jeannette Walls, author of “The Glass Castle.”
Parks has participated in the Highland Fund, Community Engagement, and Grants committee work of the Foundation and cites the initial appearance of the world-renowned Mountain Stage as one of the highlights of her times as Board member.

Rayme Pullen
Rayme Pullen is a native of West Virginia and a graduate of Doddridge County High School. She graduated in 2012 with a B.M. in Piano Performance from Liberty University in Lynchburg, Virginia. Before opening Rayme’s Piano Studio in 2015, she was an instructor with the Academy For the Arts in Fairmont. At Rayme’s Piano Studio, Ms. Pullen teaches around 50 piano students every week. In addition to private instruction in the studio, she enjoys work as a collaborative pianist with soloists and ensembles and with K-6 voice students at the Academy for the Arts in Fairmont. She serves as a WVMTA board member and is active in organizing District 2 festivals and adjudications. She is also active in providing live music performances in Salem with her piano students. Rayme resides in Salem with her husband Trevor and their children, Ezra and Blythe.

Kent Spellman
Kent is retired after a diverse career that included design/build contracting; newspaper
publishing and editing; organizational, community, and economic development; rail-trail
development; and grant making.
In retirement, he serves on numerous non-profit Boards working in the fields of non-
motorized trail development, community development, economic development,
advancing arts and culture, and education.
